CONSULAR JURISDICTION

The High Commission of India at Ottawa provides services to those residing in Ottawa, Hull, National Capital region comprising Kingston, Cornwall, Hawksbury, Smith Falls, Carleton Place, Montreal and Nunavut territories. ONLY THOSE RESIDING IN THE ABOVE AREAS SHOULD APPLY TO THE HIGH COMMISSION OF INDIAN OTTAWA FOR CONSULAR SERVICES.

 

If you reside in Toronto, Quebec (except Montreal), Manitoba, New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland, services would be given by the Consulate General of India in Toronto. The website is : www.cgitoronto.ca

MODE OF PAYMENT
Fees may be paid in cash at the counter, or by Bank Draft/Money Order/Certified Cheque in favour of High Commission of India, Ottawa.  The applications may also be sent by post, but cash should not be sent by mail.

Please note that credit/debit cards and personal cheques are not accepted by the High Commission Of India.

 

 

 

 

 

SENDING APPLICATIONS BY MAIL
All outstation applicants requesting service by return mail should ensure that a prepaid self addressed priority courier envelope is enclosed along with the application to enable the High Commission to return the passports.  No passports will be sent by the High Commission by COLLECT COURIER.   All documents sent by mail should invariably be accompanied by a self addressed prepaid courier envelope.

 

 

 

 

 

VISA SERVICES

 

 

 

1.

GENERAL

 

(a)

All foreign nationals need visa to enter India.

 

(b)

Visas can be issued only on passports and NOT on Travel Documents.  The passports should be valid for a minimum period of six months.

 

(c)

Visa application should be in the prescribed format (posted on this website).  Every column of the application should be complete in all respects.  Incomplete applications will not be accepted/processed.   Any delay on this account will be the responsibility of the applicant.  Acceptance of visa application does not necessarily mean grant of visa. The High Commission reserves the right to delay/refuse visa without assigning any reasons.  Visas are issued subject to various checks and clearances.  Persons, who earlier held Indian passports, while applying for visa must submit their Canadian passport with last Indian visa endorsement or their previous Indian passport (cancelled or otherwise) and Landing paper.

 

(d)

The visa fee is charged for processing the application. The fee, once charged, will not be refunded in cases where visa is refused or application is withdrawn.

THE VALIDITY OF VISA STARTS FROM THE DATE OF ISSUE. Visas are processed on receipt of the application, irrespective of the date of travel. Applicants seeking short term visa up to six months are, therefore, advised to apply nearer the time of their travel so as to be able to complete their trip within the validity of the visa.

Applicant may be required to appear for a personal interview at the High Commission at his/her own expense. 

 

(g)

No vaccination is necessary for those traveling to India from Canada.  However, persons coming from or passing through Yellow Fever infected areas are required to be in possession of a valid certificate of vaccination against Yellow Fever before arriving in India.  AIDS test is required for persons aged 18 years to 70 years who stay in India for one year or more.

 

(h)

Long Term Visa holders desirous of staying for more than 180 days are required to register at their nearest Foreigners Regional Registration office or District Superintendents of Police in districts.

An applicant who desires to visit any RESTRICTED/ PROTECTED areas in India is required to submit an application on the prescribed proforma for issue of a Special Permit, in addition to the visa application.  The form is available at the High Commission.

 

In cases of visa for Research, Missionary work, Journalism, travel document holders and Chinese nationals, separate rules apply.

 

Persons who wish to apply for visa for Film shooting in India may please check on website www.mea.gov.in under the head Film Documentary Shooting. 

 

(l)

All visas are valid from the date of issue. Visas are processed on receipt of the application and visas issued immediately irrespective of the date of travel. Kindly check carefully that the intended stay is not beyond the expiry date on the visa.

 

(m)

A list of closed holidays for this year is available on the website.

 

(n)

Visas are issued and affixed on passports and, therefore, passports must be sent with the application.  No action will be taken on applications received by fax/e-mail.

 

(o)

Two references known to the applicant both in India and in Canada should be written on the application form.  This will enable authorities to contact the applicant in case of any emergency.

 

(p)

Non-Canadian nationals are required to fill in the Additional Visa Reference Form (posted on this website).

 

(q)

In genuine emergency, i.e. in the case of humanitarian and medical grounds, the visa will be granted on the same day. Charges for this service are C$ 178/- per visa. The applicants seeking emergency service should produce confirmed air ticket (for travel within 72 hours) to get this service.  Tourist visa is NOT grated under emergency procedure.

 

PLEASE NOTE THAT EMERGENCY VISAS WILL BE ISSUED FOR ONLY ONE MONTH WITH SINGLE ENTRY

PAKISTAN NATIONALS & PERSONS OF PAKISTANI ORIGIN

Special visa application is needed for Pakistani nationals. This can be downloaded from the section containing forms.

Foreigners of Pakistani origin who continue to hold dual nationality viz. Pakistani nationality as well as foreign nationality must apply for visa on their Pakistani passports with visa form meant for Pakistani nationals.

Processing of visa request by Pakistani nationals as well as persons of Pakistani origin takes a minimum of 6 weeks. It can take longer also as the matter is examined by the concerned authorities in India. The High Commission will promptly convey the decision on their application to the applicant as soon as it is received from New Delhi. You are requested to be patient and not make enquiries in this regard by phone, e-mail, personal visit, fax or letters, which, due to constraints, we will not be able to respond to. You may rest assured that we will, on our own, pursue your case until a decision is received. The applicants are required to submit their visa applications in person at the High Commission.

Canadians of Pakistani origin who no longer have Pakistani nationality and Pakistani passport must submit an affidavit stating that they have renounced their Pakistani citizenship and Pakistani passport. It should be duly notarized. Format of the affidavit can be downloaded from the section containing forms on this website. Normally, three months single entry visa is given.

Non-Canadian foreigners of Pakistani origin who no longer hold Pakistani citizenship may also apply on their foreign passports by submitting a certified copy of surrender certificate and notarized affidavit as in the case of Canadians of Pakistani origin. They are also required to submit an additional reference form meant for foreigners which can be downloaded from the section containing forms.

SRI LANKAN NATIONALS

For Sri Lankan nationals and Canadian nationals of Sri Lankan origin, passports would be mailed back within four weeks. No enquiries would be entertained before one month. Applicants should attach photocopy of their photo ID indicating their address.

3.

DOCUMENTS CHECKLIST
Visa application (in prescribed format as in this website) should be submitted along with the following documents:

 

(i) 

One recent colour passport size (about 3.5 cms x 3.5 cms) photograph in colour, showing full frontal view of face against a light background to be pasted/stapled on the application form;

 

(ii)

Valid current passport and previous passport (for Canadian passport holders not born in Canada).  Non-production of previous passport may result in delay/refusal of visa;

 

(iii)

Requisite fee;

 

(iv)

No objection letter from either of the parents if the child is traveling with one parent. Or both parents should sign the visa application;

 

(v)

Additional documents may be required depending upon the type of visas applied for; 

 

(iv)

The foreign passport holders other than Canadian staying in Canada need to submit proof of their resident status/ record of landing or any proof of stay in Canada.

PASSPORT SERVICES

 

WITH EFFECT FROM SEPTEMBER 2007 MACHINE READABLE PASSPORTS (MRP) HAVE BEEN INTRODUCED BY THE GOVERNMENT OF INDIA

1.

GENERAL

 

(a)

It is an offence under the Passport Act, 1967 to knowingly furnish false information or suppress material information. Passport facilities can be denied on grounds of suppression of factual information, submission of false particulars, wilful damage, tampering of official documents or entries or transferring of passport.

 

(b)

Your Indian Passport is a valuable document. It should always be either in your own custody or in the custody of a person duly authorized by you. If lost or destroyed, the fact and circumstances should be immediately reported to the nearest Mission and to the local police.

 

(c)

A photocopy of your Indian Passport should invariably be kept in a safe place, separate from the passport itself.  The copies should include the pages showing the personal particulars, validity of the passport, date/place of issue as also the stamp of departure from India, entry in Canada and visa issued by the Canadian authorities.

 

(d)

Your Indian Passport establishes your identity in a foreign country. Hence it is IMPORTANT to have it renewed before the date of expiry.  The passport can be submitted for renewal up to one year before or after the date of expiry.

 

(e)

All minors are required to have a separate passport.  A child’s name will no longer be included in the passport of either of the parents.

 

(f)

On acquiring Canadian nationality, the Indian passport should be submitted to the nearest Indian High Commission/Consulate for cancellation. It is returned to the holder after cancellation. Use of Indian Passport for travel to India after acquiring any foreign nationality is an offence and invites penalty.

 

(g)

No consular services are rendered to refugees or their dependents or to those who left India illegally.

 

 

2.

PROCESSING TIME
Applications for new passports/renewals require 4-6 weeks of processing time.

I

RENEWAL OF PASSPORT

 

(i) 

Passport application form (EAP-I), duly filled and complete in all respects. Please ensure that two specimen signatures of the applicant are affixed in the boxes provided and in the declaration column at Para 26. 

 

(ii)

Existing Passport with one photocopy of first and last page.

 

(iii)   

Three identical recent colour photographs (3.5 cm x 3.5 cm) not more than six months old, showing frontal view of full face against a light background.

 

(iv)

Original Record of Landing /Permanent Resident card, with one photocopy of both sides of card (to be shown and returned).

 

(v)

If applicant is not a Permanent Resident, the original current immigration documents i.e. work permit/student identity etc. has to be shown and one copy of both sides of the document submitted. If the applicant is a student, details of education institution along with period of stay is required. In case of work permit holder, details of employer and period of employment is required.

 

(vi)

If applying for renewal after six moths or more of expiry of passport the following additional documents are required:  

(a) Declaration in the form of an affidavit affirming non-acquisition of foreign nationality, if passport is being renewed more than six months after its expiry

(b) A written, signed explanation by the applicant as to why the passport was not been renewed on time should accompany the application.

(c)  If the passport renewal is being requested after one year or more of its expiry, a Search letter from Canadian Authorities certifying that the applicant has not acquired Canadian citizenship is to be attached in addition to documents at (a) and (b) above.

 

(vii)

A notarised affidavit in case of change of appearance. Personal appearance before Consular officer is mandatory in case of change in appearance.

 

 

II

DUPLICATE PASSPORT IN LIEU OF LOST / DAMAGED PASSPORT

 

(i) 

Passport application form (EAP-I) duly completed and signed.

 

(ii)

3 identical, recent colour photographs (3.5 cm x 3.5 cm), showing frontal view of full face against a light background.  

 

(iii)

3 copies of additional details form.

 

(iv)

Photocopy of lost/damaged passport.

 

(v)

Police Report stating clearly passport number, date/place of issue and its validity.

 

(vi)

If landed immigrant:

 

 

(a) Record of Landing/PR Card should be attached.

 

 

(b) Original to be shown to the Consular Officer.

 

(vii)

If not a landed immigrant:
(a)    Certificate from Immigration Canada on category/class under which application for landing is pending
(b)   Proof of withdrawal/rejection of refugee claim (Original & photocopy)
(c)    Any other immigration document (Original & copy)
(d)   Signed statement on how you left India and came to Canada
(e)    Other relevant documents – will be intimated by the Consular Officer depending on the case history

 

(viii)

Local photo identity card (attach a copy and show original)

 

(ix)

All applicants are required to apply in person.

 

(x)

Please note that issuance of duplicate passport depends on various clearances from competent authorities and there is no specific time frame for issuance of such passports.

 

(x)

Please mention the name, receipt number and date whenever you write to us or inquire about your case.

 

 

III

NEW PASSPORT FOR A CHILD BORN IN CANADA OF PARENTS HOLDING INDIAN PASSPORTS

 

(i)

For the children born in Canada where the parents wish to obtain Indian passport for them, birth registration (EAP 2 application form) with the Indian Mission is required before applying for passport for the newborn.

 

(ii) 

Application form (EAP-I) duly filled in and countersigned by both parents.

 

(iii)

3 identical, recent colour photographs (3.5 cm x 3.5 cm), showing frontal view of full face against a light background.

 

(iv)

Original record of landing or immigration document/PR card of the child, and of parents, with a photocopy.

 

(v)

Declaration for non-acquisition of foreign nationality/Canadian passport for the child.

 

(vi) 

Birth certificate showing names of parents.

 

(vii)

Consent of both parents for issue of Indian passport. Personal appearance of the child may be required in some cases.

 

 

IV

ISSUE OF PASSPORT DUE TO CHANGE OF NAME

 

For change of name or surname, consequent to marriage/divorce [for women], following documents are required to be submitted:

 

(i) 

Application form (EA.P.1), duly filled in.

 

(ii)

Old passport with a photocopy.

 

(iii)

3 identical, recent colour photographs (3.5 cm x 3.5 cm), showing frontal view of full face against a light background.

 

(iv)

Declaration for non-acquisition of foreign nationality.

 

(v)

Original marriage certificate/divorce papers along with a photocopy.

 

(vi) 

Sworn Notarised Affidavit by the applicant mentioning about change in name.

 

(vii)

Husband's passport.

 

(viii.)

Original landing record or immigration paper with a photocopy.

 

 

 

V

CHANGE OF NAME – OTHER CATEGORIES

 

In all other cases of change of name/surname in the passport, inserting advertisements in two English newspapers – one in local area where the applicant is residing and another in the area of permanent residence in India – is compulsory. After 30 days of initial inserting advertisements, following documents should be submitted:

 

(i) 

Application form for new passport (EA.P.1), duly filled in.

 

(ii)

Old passport with a photocopy.

 

(iii)

3 identical, recent colour photographs (3.5 cm X 3.5 cm), showing frontal view of full face against a light background.

 

(iv)

Declaration for non-acquisition of foreign nationality.

 

(v)

Sworn notarised Affidavit by the applicant about change in name.

 

(vi) 

Original clippings of advertisements inserted in the newspapers.

 

(vii)

Original landing record or immigration paper with a photocopy.

 

A new passport would be issued in all cases of change of name.

 

 

 

VI

MISCELLANEOUS PASSPORT SERVICES:

(Change in address, inclusion of spouse’s name, date/place of birth, Police Clearance Certificate, Certificate of date of birth, etc)

 

 

 

 

 

Document Checklist:

(b) Current passport with copy of the relevant pages.

(c) Original landed paper or immigration document, with a photocopy.  

(d) Document in support of the change required. (In case of change in date/place of birth, an Order of a First Class Magistrate from India is required).  

(e) For change in name, a sworn notarised affidavit, an advertisement in the local newspaper and in a newspaper in India should be given. And original clipping of newspaper advertisement should be submitted

(f) For change of name after marriage, marriage certificate (if issued from India) attested by the Consular Division of the Ministry of External Affairs, Patiala House, New Delhi is required.   

(g) For change of after divorce, divorce certificate is required.

Time taken: Five working days after receipt

(Issued only on the basis of entries in Indian Passport and this is not a Birth Certificate but a Certificate of the Date of Birth. Applicants are advised to check the acceptability of this Certificate with the Canadian authorities before obtaining this Certificate)

 

(i)

LIFE CERTIFICATES FOR THE PENSIONERS

 

(i) 

Requisite Life Certificate form duly filled in (2 copies).

 

(ii)

Valid passport with landing record (for Indian citizens). Passports/Citizenship Card for Canadian nationals. (A photocopy of all these documents is required to be attached with the form)

 

(iii)

Original Pension Book/Pay Order in case of civilian pensioners and Discharge Certificate in case of ex-servicemen.

 

(iv)

Service is provided free of charge.

 

(v)

Personal appearance before Consular Officer is mandatory.

Certificate indicating educational qualification CANNOT be attested by us. These are required to be attested by the Ministry of Human Resources & Development, Government of India at its offices in India.


The documents requiring signatures of the individuals to be attested (Affidavit, Power of Attorney, etc.) have to be invariably signed in the presence of the Consular Officer.

For Canadian nationals, the documents to be attested should be first got notarised by an authorised Notary Public before these are brought to the High Commission for attestation.  They should also produce valid landed permit/PR card for verification and return.  For attestation of documents, valid passport and/or identification card would be required to be presented before the Consular Officer. 

For attestation of legal documents, the documents should be notarized by an authorized Notary Public and further attested by the Ministry of Foreign Affairs of Government of Canada before these are brought to the High Commission for attestation. It will cost C$ 80/- for each of the document to be attested.

 

 

 

Death of all Indian nationals should be registered with the High Commission by submitting the prescribed application together with the death certificate, passport of the deceased and a fee of C$ 32.00.

 

Requirements for transportation of dead body to India:  

 

(a) Registration of Death with the High Commission  (in case of Indian nationals only).  

(b) Death Certificate in original from Canadian authorities and a copy thereof  

(c) Letter from Public Health Office indicating “No Communicable disease”

(d) Embalming Certificate, Coroners Out of Province Certificate, Name, address, telephone number, etc of the consignee.  

(e) Flight details by which the body is to be carried.

(f)  Fee for sealing of the body, etc C$ 195.00.

Requirements for transportation of ashes to India

 

(i) 

Death Certificate in original.

 

(ii)

Funeral Home Certificate in original.

 

(iii)

Passport of the deceased

 

(iv)

Name & Address of the person carrying the ash.

 

(v)

Fee of C$ 48

 

Note: If the deceased was Canadian, the documents should first be notarised. In case of Indian nationals, such notarisation is not required. The High Commission will attest (i) and  (ii) above and issue a letter for transporting the urn of ashes.

OVERSEAS CITIZENS OF INDIA (OCI) CARD SERVISES

 

As an OCI card holder, you are granted multiple entry lifelong visa for visiting India with exemption from registration for any length of stay in India. In addition, you will have right to be at par with other non-resident Indians for pursuing profession in India such as doctors, dentists, nurses, pharmacists, advocates, architects and chartered accountants, or to  appear for the All India Pre-medical Test or similar tests.

PERSONS OF INDIAN ORIGIN (PIO) CARD SERVICES

 

In deference to the sentiments of persons of Indian origin to reconnect with their roots, as well as respecting their desire to participate in the development of the country of their origin, the Government of India had announced a scheme for issuance of a Person of Indian Origin (PIO) Card.

ELIGIBILITY

 

Every person of Indian origin who is not a citizen of Afghanistan, Bangladesh, Bhutan, China, Nepal, Pakistan, Sri Lanka and other countries as may be specified by the Central Government from time to time will be eligible to apply for PIO Card, if:

 

(i) 

The person at any time held an Indian Passport; or

 

(ii)

Either of his/her parents or grand parents or great grand parents was born in, and was permanently resident in India, provided neither was at any time a citizen of any of the aforesaid excluded countries; or

 

(iii)

Spouse of a citizen of India or a person of Indian origin covered under (i) or (ii) above.

REQUIREMENTS

 

An application for issue/renewal of a PIO Card shall be made in the prescribed form between 9.30 a.m. and 12.30 p.m. and shall be accompanied by:

 

(i) 

Previous Indian passport in original and one copy.

 

(ii)

Three recent passport size (about 3.5 cm x 3.5 cm) photographs in colour, showing frontal view of full face against a light background to be pasted/stapled on the application form.

 

(iii)

PIO Card fee - C$ 480 for persons of 18 years or above and C$ 240 for children below the age of 18 years

 

(iv)

Canadian Passport with a copy.

 

(v)

All documents sent by mail should invariably be accompanied by a self addressed prepaid courier envelope, preferably Fedex.

VALIDITY & TIME-FRAME

 

The PIO Card is valid for 15 years from the date of issue, subject to the condition that a valid passport accompanies it. Processing time of 1-2 weeks is taken to issue the PIO Card.

FACILITIES & RESTRICTIONS

 

(i) 

A PIO Card holder does not require a separate Visa to visit India.

 

(ii)

A PIO Card holder is exempt from the requirement of registration if his/her stay on any single visit in India does not exceed 180 days.

 

(iii)

In the event of continuous stay in India of the PIO Card holder exceeding 180 days, he/she shall have to get himself/herself registered within 30 days of the expiry of 180 days with the concerned Foreigners Regional Registration Officer/Foreigners Registration Officer.

 

(iv)

A PIO Card holder is eligible to engage in activities such as studies, business, employment, tourism etc. by following the prescribed conditions applicable to that particular activity (e.g. licence, statutory approvals, taxes etc.). However, the PIO Card holder is prohibited from acquiring agricultural/ plantation properties. 

 

(v)

Prior permission of the Government of India is required by the PIO Card holders for undertaking mountaineering expeditions, missionary activities, research work, and visits to the restricted/protected areas.
